Description

JOB DESCRIPTION:

  • Scope: The Project Team serves as the link between the local operational team in Cambodia, the Head of Fundraising in France and our donors when needed. For programs and projects funded by dedicated funds, the Project and Grant Director must guarantee that the operational team's outcomes align with donor expectations. He/She plays a pivotal role in overseeing the effective monitoring of key performance indicators (KPIs), the proactive collection of critical information, and the punctual delivery of reports to donors. He/She is also responsible for managing the relationship with local donors and develop new ones. Ultimately, the Project and Grant Director is accountable for developing and overseeing the implementation of new projects based on the needs of the NGO.
  • Staff management: Management of the Project Team: Project Coordinator, Monitoring and Evaluating Officer, and possibly a 6-month volunteer.
  • Budget management: No budget management – This role involves providing support to project and program managers for tracking and analyzing their budget.
  • Communication: Communicate internally with all programs and projects stakeholders (project managers, program managers, support services …) and externally with potential partners/donors.

Missions:

Project management

  • Collaborate closely with the leadership to identify new projects.
  • Develop a deep understanding of PSE needs to prioritize projects effectively.
  • Provide clear guidelines to Project Coordinators and Managers for project planning, including objectives, timelines, operational requirements, budgets, expected outcomes, and KPIs.
  • Monitor project submissions for internal validation, in line with PSE project procedure.
  • Select/hire project managers as needed, with the support of organizational leadership.
  • Foster collaboration among internal and external stakeholders impacted by the project.

Projects and programs funding

  • Write funding proposals and draft logical frameworks, in collaboration with Project/Program Managers and the Head of Fundraising for grant application submissions.
  • Ensure donors’ expectations are met by closely monitoring budgets, timelines, deliverables, and KPIs, as outlined in donors’ proposals.
  • Provide feedback, in collaboration with the Head of Fundraising, on project and program reports to ensure alignment with donors' expectations.
  • Write donors reports when necessary.
  • Organize project team workload based on the monthly number of reports and proposals, in coordination with the Head of Fundraising.

Sensitization, trainings and procedures

  • Ensure the project/program managers have a comprehensive understanding of donors’ expectations regarding KPIs and reporting.
  • Communicate project and program procedures to relevant stakeholders and ensure adherence to these procedures.
  • Support to the project/program managers in developing project management skills, and in understanding project cycle management.
  • Animate project workshops twice a year.
  • Update and develop project and program procedures and documents as needed.

Partnership management

  • Serve as the primary point of contact for local financial donors to maintain strong relationships.
  • Oversee communication between donors and program/project managers for non-financial topics, such as training.
  • Organize visits to potential new donors.
  • Conduct an analysis of potential local donors and explore new partnerships in collaboration with the Corporate Affairs and Communication Teams.

ProfilE:

  • Master degree in Engineering, Economics, or Business Administration
  • Minimum 5 to 7 years of working experience
  • Experience in project management with communication to external stakeholders
  • Native French
  • Fluent in English mandatory, Khmer is a plus
  • Computer skills: proficiency in Microsoft Office and project management software
  • Strongly organized and structured

Status:

VSI ou Contrat local

Details and contacts:

Duration: 1 year minimum, preferably 2-3 years

Indemnity: According to PSE grid + experience

VSI contract for European Union Nationals, providing comprehensive coverage for healthcare, assistance/repatriation insurance, pension contribution, plane ticket one way and return, plus round plane ticket once a year to home country.
